Relay/capacitor/resistor for start-up.
RTL OR gate because EC's logic gates are seriously warped when it comes to realistic simulation of slow-speed circuits. At one point, this circuit appeared to work without the capacitor and 1k resistor because of EC's utterly unrealistic gate propagation delay. I've requested a change: gates need to fall back to simpler simulation when the simulation speed doesn't fit the fancy delay simulation.
I wouldn't use a relay in real life, I'd buy a counter with a 1-of-10 or 1-of-8 output. (However, if EC supported such counters, the crazy gate delay would still make a bit of a mess. I really want them to fix this.)
Real-time version with "fastclock"; it's a little too fast to follow:

Note the larger capacitor.
