You need to add two and gates at each of the nand gates,

Also the signal generator needs to be a short rising 5V pulse, gates don't like analog signals. And your lamps need to be 5 lamps.

@redvalor1- tie the first input into the top lead on the upper gate, and the second input into the bottom lead on the lower gate. Tie the clock input to each gate's leftover lead. Should be the two middle ones. You might also use the search bar here, there are many working examples of this circuit..

Correction in the rising edge: Instead I should have said falling edge, if you notice the output changes when the pulse goes from high to zero Volts.
