Read AC Line voltage with Pi

Need Help! Trying to create a 120 Volt AC Sensor that converts the AC Voltage to a DC Signal. ie... 60 VAC it would output 0 VDC and at 200 VAC it would output 3.3 VDC. I would also like it to limit its output to 3.3 VDC so that it doesn't damage the Raspberry Pi GPIO. The GPIO would attach where the Volt meter is located now. After building the circuit, the AC power on top can have its Voltage varied to see how the DC signal changes. I'm going to be using this with a CT to make a Pi Watt meter.

Dont forget AC voltage is 1.414 higher than its rms rating. 120x1.414=169volts peak.
