Where is the source of current ? I suppose it's coming from the op-amps, which there are powered... Right ?

Its the not logic gate. Its auxiliary power source is not shown. I just made a similar 3 phase multivibrator but with traffic light timing.

Reverse the green and red led and adjust caps to get the traffic signal function.
