why the left circuit is on, and the right one is not?

Because you need more voltage to light the leds when they are in series. When they are parallel to each other you need more current. Technically they are both "on". Double your voltage on the right.

Yeah.... Those LED's wont lit until u give potential difference of 2V to each of them..

The leds take 20ma to light.
