Disconnect your source return voltage from where it's at, and connect it to the gound. You should also up the voltage to something that can drive and led wh8ch generally needs at least 1.6 v to bias it. I would say make your voltage 120 v at 60 hz like what comes out of your wall. As far as your filter goes, you need much more capacitance if you want to get rid of the ripple in one stage I would also throw an inductor or two in series into the output. Try 800 micro farads for your cap and a 2 henry inductor. Then to drive the led use a resistor of appropriate ohms to keep it from blowing.
