Время замыкания контакта от 0.3 до 1 с. Зависит от параметров рэле, Изменяется подбором ёмкости конденсатора и сопротивления зарядки. 

Время зарядки конденсатора около 10 с.

Closing the contact time is from 0.3 to 1 s. It depends on the parameters of a relay and  changes by selection of capacitance  and resistance.
