A basic idea of how this fence charger circuit works but not run in simulator at 6 volts as in a schematic. Fuse protection by battery negative terminal is not shown. Neon bulb between 100 K resistor and ground is not shown. Lightening arrester above the 100 K ohm resistor. The 2.25 mF capacitor is electrolytic capacitor to set time of pulse rate. Output voltage of transformer depends on animal you are controlling. Length of fence also needs to be considered.

Those relays will not have a very long life

Very short 20 ma. spike on relays over 1 second apart. Internet says store bought good fence chargers are $120 -$200 USD
