It blinks, but it isn't too happy about it. If you highlight each transistor's base, and collector nodes on the scope, look for a mid-line between the colors right there at about 3 volts. See it? That's causing problems. Experiment with component values and try to bring that mid-line down to 0 volts. The circuit will be happy, and you'll see the difference. One more thing- in a real life circuit those LEDs wouldn't last to long, they're getting a bit too much current. But that's an easy fix right?..
