This is the basic design for a pulse-style led control. I would like to slow the voltage ramp to the npn so that peak voltage to the base is achieved slower and the LEDs pulse on slower.

Unless you have a saw tooth waveform you will see slow on, slow off. http://everycircuit.com/circuit/5855051283431424

It generates a sawtooth, it seems. Any way I can make it more sine-wave without a complete overhaul, and no ICs?

I guess this is as smooth as it will get. Adding anything more than what you have will make it too large for my application.
