Why isnt it oscillating

This circuit is taken from a section of an FM transmitter circuit but why isnt it oscillating and providing a carrier wave? The blue logic source is suppose to be the audio input by the way.

simulation speed is in milli second range, but you expect 100MHz which would need a nano range. So your setup is a factor of 1000000 away to work.
