Because u r using the relay as a buzzer instead of a relay, what do you want to do?

Turn on the bulb with the wiper...as a light dimmer. If the voltage gets too high, I'm looking for the relay to automatically turn it off by grounding the circuit.

Okay, turn the relay around and connect the input and the source for the relay to the wiper. Then connect the lamp to the operating output and ground to the non-operating output

Then change the must-operate voltage to 3 volts or higher to your taste
