Must be a new type of bug because it does not work unless it starts with the switches to off and then switch them to on.

Inputs can't float, needs pull down resistor.

4 are working from start without switch and 5 do need an switch. But thats probably not new, cuz in your old circuit you just used 4 flipflops.
