I increaed the capacitance od your capacitors to 100uf and it worked, i even turned the rime up to 1 second

At a 1second timing rate capacitors in the10 to 22uf range are the best bet, also try a 1.3k balancing resistor for quicker startups, http://everycircuit.com/circuit/4805038232043520
