You have to ground it at the bottom wire then switch the battery to 90kv

I estimate that 10kV ought to suffice.

Agreed. 9.5kV give required 20mA.

Why would you want to run LEDs on 9.5kV?!? Just reduce the resistor from 470 kOhm to 150 Ohm...
