This is a non-inverting,bi-direction level shifter converting 3.3 volts to 5 volts.
The SPST switches on each side are used to control which logic side is output mode and which side is input mode. Only one of them should be turned on at a time.
The DPDT switch on the digital output side with determine low or high of the digital input of the other side.
