Single supply precision rectifier from intersil CA3140 data sheet. You could make it with an lm358 if the AC to be rectified is bellow 1 or 2 KHz. Better to use a CA3140 as it is a fast single rail opamp, though there are probably others that would be OK.
The second opamp scales the DC for RMS assuming a sinewave input.
