Yes but... The power dissipation from the resistor is high, you'd need a minimum 25watt resistor, lot of power wastage... and it's not safe

Replace the resistor with a few nanofarad capacitor and it work like a charm. Replace one led by regular diode if you don't need two lights. Si!ulate,

There are 1001 ways to make LEDs flash, blink, fade or whatever else you want them to do using a DC circuit. Imho to attempt this as a novice engineer is absurd. Why would you want to construct this?..

Sineyed, you're joking right? Similary absurd is making french fries without a cooking school graduated :)) the point is not to make the led's flash

No i'm not joking- I am very much missing the point of this endeavor. If attempted for real, this experiment would be exponentially more dangerous than it would be educational. Wanna light up an LED?- grab a 9V and a 330R, pop 'em in a bread board and bingo you have light with 0% chance of death by electrocution...

Get a doorbell transformer and go from there. Doubtful ya would let ur kid hook this up and french fry a finger on the resistor.

No, I don't have a better way but I was looking online and saw something you might wanna try. Seems easy enough they said to pour a little bit of salt on the floor near the plug, and Spritz it with a little water. Then cut the top off a lemon. Squeeze a bit of juice onto the fingers of the hand you'll use to plug in the LED, then remove your shoes and socks and stand on top of the moistened salt bed. Take the LED in one hand and place it firmly into the wall socket, making sure the other hand has at least one finger inserted into the lemon. I guess the resistance of the human body i'm conjunction with the inherent capacitance of the skin, plus that other stuff makes it light up perfectly. Give it a try, and let us know how it goes!..
