Mystery meter

I still have some values to adjust. It's a meter I found at the thrift shop. I'm just trying to see how it works, what it's purpose might be.

It's interesting. When I first spotted it I thought it was a variable resistor or capacitor but then when I picked it up I noticed the meter is in uA and the 8 position switch is labeled: Short, Dir, and from 1mw to 300mw. The meter is part of the unit and is 0-50uA. The dummy 10v voltage divider is not. I'll update the cap values today at work.
