Here is a circuit that cuts in at 9.46V and cuts out at 12.6V. Not sure what your application is, but a 12V lead acid cutout is 11.8V and reconnect is about 12.8V if it has a solar charger. Anyway for your request, try this circuit, if you have a multipole relay, you can use the unused contacts; http://everycircuit.com/circuit/4638277926387712
