Here is a representation of 3 phase heating elements in delta or start connections but with the same power, changing the resistance values is possible to achieve the same power with both connections. There is a simulation on the left corner of the page representing a multimeter connected between 2 phases, it isn't possible to determined the connection type (star or delta) by measuring the resistance value of the power connections of the heating elements.
