Principle...
An external frequency is normally inductively injected into the circuit.
The resonance depends on the LC combination. 
If matching the generated Impuls goes to the frequency counter.

Its not working! Or why does it count even the resonance is about 5MHz with 1nH and 1uF, if any for this strange LC combination?
