Just a full bridge rectifier

It basicly step downs 220 VAC @ 50 Hz using a 5 k(ohm) resistor and smooths the signal using a capacitor (5mF). P.S. I am a student at age 14.

Large wattage resistor, with lots of power wasted across it. Circuit is not safe, indeed dangerous because of its high voltage potential possibilities.

about 8Watt resistor to power a 40mW LED is crap, right!

You can use a capacitor in series instead of a resistor, search for Capacitive Reactance You'll still have a LOT of powerloss, but way less heating insues

As kapitalist or tecnicaly unkown person, you can do that with a cap to shift the wasted power away from your bill.
