Simple LED tester u can adjust the current through the LED from 0 mA to 20mA using 10k variable resistor. Change the 390 ohm emitter resistor using (8 / Max Current off your Led) for different LEDs
You could use this circuit to compare the brightness off the same/dissimilar LEDs per forward current
