One of the traps with Zener Diodes is if there is not enough current flowing through the device, the Zener never reaches the voltage knee point. The amount of current required is specific for each device and is shown on the devices relevant data sheets. For EC's device, 10V setting appears to be 14-20mA. 20V is about 3-8mA.
