This is a Gated D Latch also known as an D Latch. You can imagine it as an actual Latch where it either be one state or the other while remembering the state although it can only change while one input is enabled/true. In this case it’s the same as a Gated SR Latch although we can remove one of the controllable inputs by using a NOT Gate.
