I found a situation where the 24vdc power supply is floating. The need for this is in the case of a ground fault the relay's coil  would pick and through the relay contact it would trigger a light/alarm. The system does not want to see ground but monitor ground and warn of the fault and still allow the power supply to function as normal. The closure of either switch would simulate a component faulting. The lamps intensity will dim after the closure of either switch showing a positive or negative fault problem. The dimmer the lamp intensity  signals the side of the fault.
