(two inductors (besides the transformer) represent the Fluorescent Lamp Filaments. and the light is what the light does when struck)

This circuit is also self-starting, without a Diac. (Though it takes a couple of milliseconds.)
Also, the 170VDC is rectified mains.

The capacitor is across the unused ends of the lamp filaments. and is a 22nF capacitor.

Is it viable? Certainly. Usually there is some form of snubber placed on each base and often a diac is used to trigger oscillation.
