Uses a band pass filter to filter frequencies of ~1.5KHz then an amplifier to enable the comparator to check for frequencies of an amplitude greater than ~6V. 

The system actually responds to ~900Hz-2KHz and the PWM output would in reality cause the brightness of the LED to be maximum at the desired frequency, and dimmer either side.
