The first comparator goes hi at 14.2 volts it latches the second witch then goes low at around 13 volts.  The OP amp combines the input of the comparators to provide a stable signal for the last comparator. The signal from this can be used to drive a relay to control a larger normally open relay that will manage a solar array.
