The relay and 2mV voltage source is to keep the circuit from saying "cannot find solution", and the zener diode should be connected straight to ground. The 10mOhm resistor is a 3.2A fuse.

Why connected emmiter of the transister to transformers secondry?

The transformer converts the high voltage AC from the wall outlet to a lower, easier to use, voltage. This then goes through a full wave bridge rectifier and capacitor, to turn it into DC. This then goes through the transistors into the load, and how much current the transistors let through is controlled by the OP-amp. The emitters of the PNPs aren't connected to the transformer's secondary, but to the full wave bridge rectifier, which is connected to the transformer's secondary.
