You push the switch once for 1 second to close the circuit. After that you open the circuit by the switch. In that short time when the swich was closed the capacitor has been charged and will power the transistor base for a while to keep the emitter collector opened and the LED lightened.

Best bet is putting the LED after the emitter so that the cap current doesn't go to waste ;)

And if you do that, your resister should be changed to 47kOhm
