1) Turn on the circuit. 2) turn off. 3) the bulb automatically turns off after 5 seconds.

Your opamp is configured as comparator. Which means negative is the reference input 0V and positive input is from discharge circuit for timing. If the voltage at positive is above the reference level the opamp gives you maximum output voltage 15V by default in EC. If below it gives you minimum voltage -15V and only in case the delta is exact 0V it gives you 0V. Increase the reference voltage a little with a second dc voltage source to lets say 1V and you will see. Keep it up.

Do away with the OpAmp completely! It's overkill for a delay-off circuit anyway imo..
