An "18V" battery pack would measure approximately18.5V fully charged. The battery would be considered flat at 17.0V. The battery charger would have a 0 Amp out when it has lifted the battery Volts to about 21.0V. This circuit stops charging at 30V. However, with a correct mains configuration even higher above 40V, and do not expect a constant mains voltage anyway.
