It regulates it from 10 to 100,000 volts to the LED. LED is safe.

Yes, the LED is safe... however, the main pass transistor is struggling under the 2,640 watts that it is trying to sink, while the circuit is at the 100kV settting. Ouch, that is HOT.

The zener isnt doing anything at either setting. Perhaps it's an over voltage protection.

The zener regulates it around 5 volts.
