I dont see a bug. I just see the effect of numerical noise. And the source code might look like this and I dont see any bugs. »If (current is bigger then allowed){ burn icon }else {normal icon}«

Any arithmetic calculation on computer gives at least the lowest significant bit a flicker, so the lanp does flicker. I dont know on which mathlib android and EC is based. And because 5V looks so even for a human it does not mean there is an exact representation of 5 within a computer. Take your pocket calculus and do 1/3 * 3 = ??? Do you get 1 again or 0.9999...
