I noticed that one of the transistors is shorted. Is it meant to be like that and if so, why?

That's a current mirror. Whatever current flows through the transistor on the right is reflected to the transistor on the left. This balances the differential amplifier.

I have no idea why you'd want to balance a differential amplifier like that, but the overall behaviour of the amp is very good.
