Right, this is a so called ripple carry ansynchron counter with all its wrong intermediate results, cuz it take some time to carry the result from the first flip flop to the second till the last. To synchronize and wait for the correct result, just wait half clock cycle and present it via a register/latch to the LED decoder. Hope this helps. http://everycircuit.com/circuit/6618625833435136
