Simple but effective and all it takes...
This is how I'd build a 2 crossroad intersection.
The 3 square wave generators regulate the intervals of either red, yellow and green.
The timed impulse length steers the counter IC.
The gates getting it into sequence to steer the lights
red,
red and yellow,
green.
Then green and yellow
and back to red.
And the cycle is complete.
A switch lets the yellows flash.
Furthermore there is a reset switch as well as a sequence tap for manual control.
The display shows the 4 different phases 0123. Gimmick though...
This reliable solution does the job with just a few electronic parts.
