Counter used as shift registers used as counter ...why? cos it's fast :P

It took awhile trying figure out how to divided down from the self clocked 10hz. 5hz is straight forward , 2.5hz took some thinking and 1.25hz took some harder thinking! Problem is all the shifters are being clocked at 10hz so the lo-hi toggles wasn't halving the clock
