Does not need a toroid or transformer, a 3m piece of wire can be an inductor (coil) and just make a circle out of it with 10cm diameter and use a PNP and NPN with 20K Ω and a 5kΩ
Use an earth battery or a dead AA or AAA battery and you can replicate this example.
