The upper resistor in the voltage divider that leads to the noninverting input is a 10k NTC thermistor. Adjust this resistance between 1k and 10k and observe the output of the op-amp. The left 10k pot sets the threshold voltage. The right 10k pot sets the hysteresis window. Play with the pots to change when the output turns on and how long it stays on. The lamp is actually a small DC fan, hence the flyback diode.
