Article relates of heating 1/4 inch thick plastics to bend a 90 degree angle. Plastics sheet is clamped in vise between aluminum 90 degree angle lengths with bend allowance added. Plastics is heated at bend area, bent to 90 degrees with hardwood board on top and aluminum angle iron on bottom with C-Clamps holding bent shape down while cooling to new shape. No torch or oven to heat plastic material as straight electric water heater element (10.4 ohm resistor in simulator) heats only the bend area. Note the 240 volt 5500 watt electric water heater element is powered at 120 volts to heat plastics. Adding other lamps or resistance to circuit could add more heat control. Necessary insulation and heat protection for using this heater is a safety requirement.

Rather than lamps or resistors, consider sticking a diode (it would have to be a chunky one to take the current) in series with your heater to give a "low" setting.
