when + input goes above the 3V threshold at - input then output of opamp is pulled up to 9V and  therefore there is a drop 9V drop across red led and when when + input goes below 3V threshold at - input then output of opamp is pulled down to 0V causing no voltage drop across the red led but a voltage drop across the green led
