The LEDs are supposed to blink ome after the other.  This is an exact replica of a schematic I physically built, yet the LEDs do not blink.  Any explanations as to why?

I have an idea that it's been a while ago and your memory of the circuit is a little bit rusty. There are a couple of things about the circuit as presented that will not allow it to work.
