By combining a low-pass and high-pass filter together, we can let through a select range of frequencies.

If the frequency is low enough, the first capacitor's impedance will be high enough to not let the voltage go to ground.  However, the frequency has to be high enough to lower the impedance of the second capacitor to be let through to the output.
