It seems to generate far too much voltage, just a fun thing to mess around with.

It is the current controller. That is where the extra voltage is coming from. Use a different power source and that will solve that problem. That device will produce extremely high voltages until the current set point is achieved. At this moment the current set point is at 1 Million Amps. I'm guessing that you thought it was set to milliamps.
