Virtual grounding for single supply PID controller

HELP ME! I want to build a simple, cheap, low power opamp PID controller without using split supplies. I know I have to treat 1/2 Vcc (7.5V in this case for 15V supply) but i dont know how to do it right. Help would be highly appreciated.
