A comparator senses the voltage at the positive terminal of the motor, if this voltage falls below a certain value, the comparatur switches state, which in turn switches a relay, letting current flow to the motor once the voltage at the motor rises, the comparator switches off the relay again. The threshold voltage is set by the potentiometer.
