Flash AD Converter known as direct conversion ADC is very simple implementation compared to another type of ADC.
Here is 2bit ADC its output displays with 7seg and LEDs.

Yes, you are right. I was confused when I created the circuit. I have revised the description. I will insert binary encoder before the LEDs.
